a few things you should look into immediately are scheduling, deadlines and scheduling deadlines. the only thing in the rules is

scheduling deadlines (usually by the Wednesday) have worked out well thus far in CG and AST.

Scheduling could also be made easier to do and resolve any possible disputes if scheduling threads are made on the website for each match. this eliminates any scheduling conflicts prior to the match (captains not being on at the same time). rather than having to track the other team down, just make it clear to all participating teams to regularly check the threads.

it might sound like a lot of work but in reality it lets you know what team is actually trying to get the match played and what team is being unreasonable. having both teams not move on is silly imo.

why don't use addons disabler plugin so we don't have to deal with silly issues like mathacks. time and again there is a solution to this but organizers just refuse to implement it.

Add-on disabler doesn't prevent mathacks since custom servers can't use sv_pure. Thus, people can just modify their game-files if they want to bypass add-on disabler.

addons disabler works. it does not rely on sv_pure but uses sv_consistency. sv_pure is not working so there is the need for addons disabler.

addons disabler is using addons_eclipse_content set to 1 so it will not load any addons that you have. sv_consistency does the job of making sure game files are not modified
